Canary not comfortable

Hello ı would like to ask a question actually. My canary wasnt singing for a long time trurh is it was not my canary at first and he was not singing at first too. He was eating the cage at first but singing while sun rises etc. So i tought it was becouse of cage but changing cage didnt worked it out moreover tails started falling and sitting same place constantly. And his skin started to become red. I give him bath but he doesnt use it. What can i do about this problem?
